We all hate the rain don't we, So get your dads angle grinder and run it round the rim a couple of times to roughen them up. It works good in the rain and even better in the dry..
If you can't get access to an angle grinder then get a axe saw and saw slots about 1mm deep.(Warning this wears the pads down very fast.)
This is the finnished result after you have sawed slots.
Or you could get some tar, Make sure that it is set though.(Tar dosn't work in the rain/wet.)

Drill your rim, Drilling your rims saves a littie weight on you bike. Do them with the biggest drill bit in your garage.
If your frame bends out when you push you brack in then you need a booster, make one out of alloy/stanless steel or steel but if steel spray it.
This is one that my Dad made me I also bought a Monty one to fit on the under side of my frame, This also stops your brake from beeing spungie.
